Future Proofing : Policing in the 21st Century

December saw the publication of the responses to Government's Green Paper 'From the Neighbourhood to the National : Policing Our Communities Together'. This sets out a radical new vision for policing in the 21st Century.

The paper is structured around a number of recommendations covering:

  • Improving the connection between the public and the police
  • Reducing bureaucracy and developing technology
  • Defining roles and leadership in the police service
  • Focussing on development and deployment
  • Co-ordinating change in policing and reinforcing collaboration between forces
  • Improving performance in policing

These recommendations pose challenges and opportunities for both the police forces, and Police Authorities. Key amongst these is the importance of driving up public confidence: an area in which, despite huge reductions in crime, forces have struggled in the past. With the proposal to directly elect to Police Authorities now removed from the proposals it is inevitable that Governments will look to these Authorities to provide a greater challenge to police performance and demonstrate that they can bring about improvements.

Responding to this challenge will require many Authorities to re visit the way in which they operate strategically and how members and officers perform both individually and collectively.
